NIMASA Unveils Africa’s First Maritime Emissions Monitoring System at COP 30

The Nigerian Maritime Administration and Safety Agency (NIMASA) has introduced a groundbreaking Public-Private Partnership (PPP) model for maritime decarbonization at the 2025 UN Climate Change Conference (COP 30) in Belém, Brazil.
Held during a side event at the summit, the agency officially launched the Nigerian Maritime Continuous Emissions Monitoring System (NIMACEMS) a digital platform developed in collaboration with researchers from University College London (UCL).
Speaking on behalf of NIMASA’s Director-General, Dr. Dayo Mobereola, Dr. Oma Ofodile (Director, Marine Environment Management) said the initiative reflects “measurable progress” in aligning with International Maritime Organization (IMO) energy transition strategies through innovation and real-time emissions tracking.
The model has drawn praise on the global stage: Mr. Roel Hoeders, representing the IMO Secretary-General, commended NIMASA for driving a forward-looking discussion on how African nations can navigate the challenges of green shipping.
More than a dozen expert speakers joined the event, including delegates from Ghana, Kenya, Tanzania, the Federal Ministry of Marine and Blue Economy, Lagos State’s Ministry of Planning, and the Nigerian Ports Authority.
With this launch, Nigeria positions itself as a leader in the continent’s maritime decarbonisation journey offering a scalable, data-driven framework that other African countries could adopt.
