Kaduna State Accelerates Digital Transformation of Transport System Through Public-Private Partnership

Kaduna State is advancing a comprehensive digital overhaul of its transportation infrastructure through strategic Public-Private Partnerships (PPP), positioning the initiative as a catalyst for modernized traffic management and economic growth. Under the leadership of the Kaduna State Traffic Law Enforcement Authority (KASTLEA), the technological upgrade is reported to be approximately 90% complete.

KASTLEA Corps Marshal, Mrs. Babawuro Carla Abdulmalik, outlined key components of the digitization drive, which include Automated Number Plate Recognition (ANPR) systems, fixed and mobile traffic cameras, digital ticketing devices, body-worn cameras for officers, and a centralized command-and-control platform. These tools are designed to enhance enforcement capabilities, improve transparency, and streamline traffic management processes.

The PPP framework involves collaborations with three specialized companies responsible for digital vehicle inspection and roadworthiness certification, computerized driving tests, and electronic ticketing systems. “This implies KASTLEA has already gone digital, though not completely, but it’s a step forward,” Abdulmalik stated.

Despite significant progress, the initiative faces challenges including low public compliance with traffic regulations, infrastructural gaps such as poor road conditions in some areas, and safety risks to officers during enforcement operations. Abdulmalik also highlighted resource constraints, noting that manpower and operational equipment have not kept pace with the city’s rapid expansion.

The Corps Marshal emphasized the critical role of transportation as an economic enabler, asserting that “when transport systems are orderly, predictable, and safe, economic revitalization naturally follows.” She linked the digitization effort to broader goals of restoring investor confidence, enhancing rural-urban trade, and boosting tourism and commerce.

In parallel, the state is intensifying efforts to curb touting and unauthorized motor parks through coordinated enforcement operations, interagency collaboration, and public sensitization campaigns on the risks associated with illegal transport operations.
