FG Rolls Out Tech-Driven System to Regulate Airport Car Hire Operations

In a move to strengthen airport security and eliminate unregulated ground transportation, the Federal Government has introduced a new technology-driven platform aimed at redefining car hire services across the nation’s airports.

The initiative, known as the Airport Car Hire Rank Management System (ACHRAMS), is being implemented by the Federal Airports Authority of Nigeria (FAAN) as part of a broader modernization of ground services. It comes in response to long-standing complaints from passengers over the activities of unauthorized operators—often referred to as touts—who have been accused of harassment, price exploitation, and operating without proper identification.

Speaking with *The PUNCH*, FAAN’s Director of Commercial and Business Development, Ms. Adebola Agunbiade, described ACHRAMS as a transformative concession scheme designed to address systemic inefficiencies. “It was introduced to address inefficiencies in the existing airport car hire operations, such as lack of central coordination, inconsistent service quality and security concerns for both passengers and operators,” she said. “ACHRAMS is designed to provide a standardized, technology-driven platform that ensures safer, more reliable and hassle-free car hire services for airport users.”

Agunbiade clarified the operational framework, stating that FAAN will retain regulatory oversight and manage the digital platform itself, while existing ride-hailing companies will participate strictly in accordance with the Authority’s operational guidelines. To facilitate efficient movement, designated pick-up points and centralized loading and parking bays will also be established exclusively at FAAN-managed terminals.

Addressing fears that the new system could displace long-standing airport taxi operators, Agunbiade assured that the scheme adopts an inclusive approach. Structured transition programmes and sensitization initiatives are currently being rolled out to onboard both commercial and informal operators. “Rather than displacing operators, the goal is integration, enabling them to benefit from improved access to passengers and enhanced business processes,” she added.

The Authority anticipates that ACHRAMS will significantly improve passenger experience, strengthen security coordination at airport transport hubs, and instill greater operational accountability across the sector.
