NCS Nears Fully Paperless Operations at Apapa Port Command

The Nigeria Customs Service (NCS) is moving close to full paperless operations at the Lagos Port Complex (Apapa), as the Apapa Port Command begins test-runs of advanced scanners and strengthens its digital processing framework.

Comptroller Oluwadare Oshoba, Area Controller at the Apapa Port Command, confirmed the installation of three high-capacity scanners two provided by the Trade Modernisation Project (TMP) and one by APM Terminals positioned quayside to expedite cargo inspections, with a throughput target of up to 200 containers per hour.

Oshoba emphasised that the scanners are integral to the shift towards a paper-less, digital workflow, combining non-intrusive technology (NUCTECH FS6000 models) with upgraded ICT systems and training for staff.

The initiative aligns with broader NCS modernisation efforts and aims to reduce delays, enhance transparency, combat smuggling and support trade facilitation. Port users and stakeholders have been urged to uphold honest declarations as the new system heightens cargo visibility and compliance demands.

The test-run phase marks a milestone in Apapa’s transition to digital-first operations, with full deployment expected once scanner maintenance training and systems integration are complete.
