NAAPE Advocates for Enhanced Local Capacity Development in Aviation Sector

The National Association of Aircraft Pilots and Engineers (NAAPE) has issued a compelling call for indigenous airlines to prioritize capacity development programs for Nigerian aviation professionals. During the association’s 40th anniversary celebration and logo unveiling ceremony in Lagos, NAAPE President Comrade Galadima Abednego emphasized the urgent need to address the growing abuse of expatriate quotas in the aviation industry.

Abednego highlighted the critical shortage of training opportunities for young pilots and aircraft engineers, noting that professionals who have invested substantially in their education are forced to pay over ₦30 million for type rating certifications that should typically be provided by airlines. “Rather than developing new talent,” Abednego observed, “airlines prefer to poach and recycle existing professionals between operators.”

The NAAPE president expressed particular concern about the aging workforce and the emerging experience gap, noting that many airlines opt to bring in expatriates from Eastern Europe instead of investing in local talent development. He praised ongoing efforts to establish Maintenance, Repair and Overhaul (MRO) facilities in Nigeria, describing these initiatives as vital for deepening local expertise and creating opportunities for young engineers.

Abednego also addressed challenges regarding union recognition, revealing that some airlines continue to resist engaging with worker representatives. He referenced previous interventions by the Minister of Aviation and Aerospace Development, Festus Keyamo, who had directed the Nigeria Civil Aviation Authority to facilitate dialogue between airline operators and unions.

The association leader further highlighted issues of expatriate quota violations, urging stricter enforcement of existing regulations. During the COVID-19 pandemic, NAAPE had advocated for government bailout packages to support the industry’s recovery and has consistently conducted safety workshops and evaluation programs to maintain industry standards.

As part of its anniversary initiatives, NAAPE has compiled a compendium honoring 50 outstanding pilots and aircraft engineers while implementing regular leadership training programs to ensure continued professional development within the aviation sector.
