NCAA to Enforce “No Pay, No Service” Policy on Airlines from 2026

The Nigerian Civil Aviation Authority (NCAA) has announced plans to introduce a strict “No Pay, No Service” policy by January 2026 for airlines that fail to remit the mandatory five percent Ticket Sales Charge (TSC).

The proposed measure, unveiled during the NCAA’s Civil Aviation Cost Recovery and Revenue Optimisation Stakeholders’ Retreat in Lagos, is part of efforts to strengthen financial discipline and enhance the regulator’s operational efficiency.

Director-General of NCAA, Capt. Chris Najomo, represented by Capt. Donald Spiff, said the delay and non-remittance of the TSC by some airlines have severely affected the Authority’s ability to sustain effective safety and security oversight.

He warned that under the new framework, airlines that default on remittances risk service suspension and other sanctions. These include fines of up to N5 million, imprisonment of up to two years for company executives, and a one percent monthly compound interest on outstanding payments.

Najomo explained that the revenue from the TSC is essential for maintaining NCAA’s oversight responsibilities, noting that continuous default by airlines puts the aviation system at risk.
